Herr Bebel, the Socialist leader, who died'in Switzerland recently, in his last letter stated that Germany's increase in the strength of her forces did not indicate a desire to attack France. The Kaiser saw during the Balkan waf that the' German army had completely gone to the dogs,-,that the officers Tver© inoapable of commanding, and that the material was impossible. If the French had attacked them they would probably have been successful, because Germany was not sufficiently strong on the frontier. The Kaiser had realised that the French arms used in the Balkans were better than the Germans, while German officers had been responsible for the Turks' defeat. Therefore, in order to divert France's attention from the vulnerability of the Fathorland, the Kaiser had elaborated an army scheme to keep France employed for several years while Germany repaired her weaknesses in the army.
