At Tho Hague Peace Congress Professor Van Vollenhoven, of Leyden University, suggested 1 scheme to cnforco International Law by moans of an International fleet. Ho instanced as an example tho demonstration against Montenegro. If the International fleet consisted of the navies of all countries, then it could enforce the law upon either England or Germany. The proposal met with little support from tho Congress, being considered impossible and impracticable.
