Powers are concerting measures to compel Turkey to observe the Treaty of London. Rumania has promised to complete the evacuation of Bulgaria by August 28, indemnify the population for losses, and hand over tho railways to-morrow. Dr. Butler, President of Columbia University, is organising nn International Commission to inquire into the atrocities committed during the second Balkan War. The Commission will meet in Paris shortly. Fervont enthusiasm was displayed flt Athens on tho occasion of King Constantino's entry from the seat of war. The streets were thronged, the crowds crying, "Long live Constantine, slayer of the Bulgarians!" A Greek court-martial at Salonika sentenced to death eighteen Turks for the massacre of Christians at Serfidje; also twenty-three Bulgarians at Ivomitadjis for outrages at Fiorina. News from Sofia states that the Turks have occupied Kuchuk Arda, in- the Gumuljina district, after an engagement with a small Bulgarian garrison. The latter suffered some slight casualties. Bulgaria has stopped the demobilisation of her troops in the districts facing the Turkish positions. Greece has notified her willingness to evacuate Xanthi, Gumuljina, and Dedeagatch to-morrow, and lias suggested that Bulgaria should occupy these territories on Friday. Bulgaria, however, objects to tho shortness of the notice in view of the danger of Turkish occupation. It is reported in Vienna, by military attaches, that the fortifications of Adrianople have been nearly restored, and that enormous supplies of -ammunition and provisions have been stored in the city.
