Mr. Lionel Phillips (a member of the firm of Wernher, Beit, and Co.) states that since 1912 there has been a marked improvement in the miners' conditions and health. The Railwaymen's Conference at Bloemfontein has roversed its previous decision not to participate in tho Commission appointed to inquire into the men's grievances. It was resolved to' support tho candidature of the secretary for a seat on the Commission.
