The position created by Governor Sulzer's refusal to resign his office in . consequence of his impeachment by the New York State Legislature on a dhftrgo of using party funds for private speculation, is producing chaos in the State Departments. Knlzer continues to exercise his executive functions. Mr. W. T. Lawson (author of "Frenzied Finance") has offered to finance Sulzer's JigM, provided a committee is allowed to manage the State Departments in the meantime.
