In the House of Representatives, Mr. Towner moved in favour of mediation in Moxioo by the United States, tho Argentine, and Brazil, acting in concert. A debate followed, but action was deferred. The President (Dr. Wilson) has instructed the American Ambassador to Mexico to express the Government's regret at tho improper criticisms made by Mr. Wilson (ex-Ambassador to Mexico) of tho British Foreign Office. The President has decided'to reprimand Mr. Wilson ratlier than dismiss him (as, it was reported, was his original intontion), as his resignation takes effect shortly. New York, August 15. , Senator Fairbanks, in a speech at Indianapolis, said that to sacrifice a single soldier for all the property Americans owned in Mexico would be tho merest folly. Intervention would be <i calamity and certain to causo war. lluch of the agitation for intervention was selfish' and sinister, and was by interested persons. PRESIDENT WILSON'S ENVOY. By Telegraph—PreEG Association—Oopyrlzht (Eec. August 17, 5.5 p.m.) Washington, August 16. The Huertan Government has accepted Mr. Lind as tho bearer of "an unofficial rjessage" from the United States. It is intended that nothing shall ba done but in the best interests of Mexico. Mr. Lind shortly presents the formal communication. Its reception is doubtful because there is much ill-feeling against Americans.
