I . « MUNICIPAL CONTROL. The city of C'iiristcluircli Empowering Bill, introduced by Mr. H. G. Eli, proposes the establishment of a corporation milk supply. The preamble states the purpose of the Act to bo to empower the wrpor&tion to undertake tho salo and distribution of milk and to control and regulate the milk supply of the city, to establishi and maintain milk stations in connection therewith, and also to establish, equip, and maintain markets, refrigerating chambers, and chambers for tlio cool storage of meat and other articles intended for human food. The cily is empowered 'to borrow money for these purposes. Clause 3 cites in detail tho business in which the council may engage in connection with tho milk supply, and Clause •I comes as a supplementary section. It is provided that the council may prohibit the sale or distribution of milk by private individuals in tlio city or in parts of it, and that tho council may undertake Ihe work by it.; own servants or by contract, or in* both ways. For the purpose of the Act, tho council may appoint olHcials and erect buildings. No' milk station is to be erected unless Hie site has been approved of by tho Minister for Public Health. When a milk sitation is available the council shall by advertisement publicly notify 'that tho station is nvailnble for testing purpp'KV-. It is further provided that if at any limo the council provides market places in the citv, then the cornoration inav require that all fish must bo sold there, and thereafter it slinll not bo lawful for any one lo sell fish wholesale or by miction within tlio city, save at. such marked. Tho maintenance slinll be a charge upon tho iron era] funds. A penalty not exceeding .£lO is imposed f|ir obstructing ollicers, rsl'iiVing information, or commuting breaches of the Act. Tlio remaining clauses empower the council ,(o impose fees, and ninkn such bylaws as maybe necessary under the Act.
