It is unlikely thnt the city engineer and. his staff will, or legally could, plaoo their sorvicos at tho disposal of a general citizons' committee. That being the case, every decision of tho committee as to tho cxocutivo part of tho work will liavo to 1m tho subject of a resolution by tho City Council, where it would necessarily 1)o reviewed by the whole of tho council.
