What will further have to bo settled is who is going to plun and execute tlio work. It is unlikely thnt the city engineer and. his staff will, or legally could, plaoo their sorvicos at tho disposal of a general citizons' committee. That being the case, every decision of tho committee as to tho cxocutivo part of tho work will liavo to 1m tho subject of a resolution by tho City Council, where it would necessarily 1)o reviewed by the whole of tho council.
