The irritation which it is causing, not only on tho Pacific Coast, but throughout the United States, is sufficient condemnation of the Govornmenfs policy. The value of exhibitions was not to be exclusively measured by pounds, shillings, and pence. These international gatherings furthered mutual knowledge and understanding and appreciation, and thero was no people with whom - Great Britain was so anxious to strengthen and to perpetuate friendship with as the Americans.
