Further dispatches from Lord Gladstone, Governor-General of South Africa, include a Labour proclamation published at Protoria, stating: "In tho name of law and order, those not having grievances are invited to enrol in tho special police to intimidate citizens who foolishly think they have grievances against the presentday pernicious society, tho reward being the gloTy and honour of keeping the workingman in his place. Roll up; rifles free, yo lioroes!"
