PARLIAMENT'S INDEPENDENCE AND DIGNITY AFFECTED.

Smith, Unionist M.P., speaking at Sherbourne Park, declared that the effect of three years' experience of the payment of members upon tho independence and dignity of the House of Commons made certain the reconsideration of the whole question imperative in the near future.
