EXCLUSION "WITHOUT OFFENCE. By Tetesra-ph—Press Association—Copyright (Sydney "Sua" Special.—Aug. 1, 7.10 p.m.) London, August 1. • The "Times," in a leading article, dig. cusses the South African Immigration Restriction Act. The main principle of the measure, it says, is beyond dispute. The Act providos for the exclusion of persona deemed by the Minister to ba on economic grounds, or from their habits of life, unsuited to the requirements of the Union. "This," observes the "Times," "is not the dictation test adopted for immigrants elsewhere; in deference to Indian sentiment, absolute exclusion is thus provided for in an unoffending manner." '
