PUBLIC TRUST BILL.
The leading features of tho Publio Trust Oiiico Amendment Bill woro outlined by tho Hon. A. L, llcrdinan when it was introduced in tlio House of lieprosentatives yesterday. SOlllO further details of interest aro given below. It is proposed that tlio Oflico Board shall consist of the Minister, the Publio Trustee, the Government Insurance Commissioner, tho Valuer-General, the Superintendent of the State Advances Ollice, and two persons (not holding any ofiieo in tho Public Service), to be appointed by tho Govcrnor-in-Council. With, regard to the non-service members, the following conditions apply:—(a) They shall l>a appointed lor two years, but shall lx> eligible for reappointment; (b) they may bo removed at any time by tho Governor-in-Council; (0) whilst holding ollice as members of the-Ollice Board each of them shall be paid such salary (not exceeding tho rate of per year) as is lixod by the Uoveruor-i:i-Council; (d) one of them ■ shall be a person experienced in matters relating to farming and live stock; (r) tliov shall not, by virtue of their appointment, be deemed to be ollicers of tlio Public Service.
At all meetings of the Office Board the quorum shall be four. Tho Ollieo Board may appoint, sub-ronimillees ol its members, but the Public Trustee and at least 0110 noii-fierviee member shall 110 ou every, sub-committee.
Additional powers nre conferred upon tlui Public Trustee ill administering estates.- For instance, ho is empowered to expend portion of the capital of nil estate 011 tho improvement or development thereof. Many, chutes of tho Bill, ivhich is of considerable length, are of a machinery and technical character. It is provided that every member of tho ollice stall' shall be boiuid to secrecy. Where, by reason of the lieclipeneo or niisl'easanco of any member of tho offico staiF, any money loss is incurred, or extra payment has to bo made, the amount in. volved may, with tho approval of tlio Minister, be charged to profit and loss without further appropriation than tli© Act, ,
