EUROPEAN NATIONS HOLDING ALOOF. By Telegraph—Press Association—Copyrieht (Rec. July 31, 10.50 p.'ln.) London, July 31. The "Daily Mail's" Washington correspondent reports that tho British Government has announced that it will not participato in tho Panama Exhibition of 1915. Somo of the Continental Governments threaten to boycott the Exhibition on the ground that America cannot guarantee protection for foreign patents which may be exhibited.
