REBEL INFLUENCE WANING.
REFUGEES'SWARMING INTO SHANGHAI. By TeleEraph—Press Association-CopjrTiilit (Bee. July 29, 5.5 p.m.) Peking, July 29. The rebel leaders have telegraphed to Yuan Shih-Kai, proposing ti basis for tlio negotiation of peace. Tho Northerners havo occupied Su-ehow-fuj. Hunan has proolaimod its neutrality, and it is believed that tho rebel influence is waning. The country between Shanghai arsenal and Hunghua Pagoda is in a pitiable plight. Whole towns hare been burned, and.the refugees are swarming into Shanghai. Tho rebels are retreating towards Nanking. Though all Dr. Sun. Yat Sen's railway concessions have been canoelled, it is expected that tho Government will recognise Messrs Panling'a British contract for the construction of eight hundred miles from Canton to Chunking, costing .£8,030,000. Troops have been dispatched to the South. (Sydney "Sun" Special,) Peking, July 26. The rebels at Shanghai have made a scries of attacks on the arsenal. Admiral Tseng dispersed them with severe shell fire. The Consuls have protested at tho Admiral's erratio firing, as many shells fell into the European settlement.
