THE LOAN PROSPECTUS.

Sir,—ln your recent Parliamentary reports you publish a personal explanation from Mr. J. B. Iline, M.P., the member for Stratford, who said that his reply to a question . regarding Mr. J. Allen's prospectus, referred to a coterie of goldmining speculators who were heckling him. Now, sir, as I was tho questioner and never held a "share of an interest in a gold mine in my life, his personal explanation cannot be accepted as correct. This is the question that was put to Mr. Hine by me: "Could Mr. Hine inform this meeting if the statements published in Mr. J. Allen's loan prospectus, that all the past Liberal surpluses wero genuine cash ones, with nothing brought forward from the previous year, ana that they had all been spent in the best interest of tho Dominion? Is this true,.Or was it only published with tho intention of deceiving the British money-lender?" Answer: "All prospectuses were made to look as rosy as possible, but underlying them was the intention to deceive." I repeated tho question and informed Mr. Hine that I was referring to Mr. Allen's recent loan prospectus, and his answer was it made no difference. Althoueh on tho opposite sido to Mr. Hine in politics, I had always looked on him as a square dealer, but his replies on the occasion of his presessional address to questions, and his recent statement in tho Houso that he was referring to a coterie of gold-mine speculators, are quite incorrect. Mr. Hine was between two fires: he either had to admit that Mr. Allen's glowing ac- | counts of tho past Liberal Government's I splendid work wero true in tho prospoc- i tus, or that the prospectus was meant to deceive the British money-lender, and he chose the latter. The Mayor of Stratford and the reporters of the "Daily News" and Stratford "Evening Post" can substantiate the truth that Mr. Hino never alluded in any manner to -any prospectus except Mr. Allen's. Thanking you in anticipation,—l am, etc., C. W. SOLE. Stratford, July 19. [Wo havo already published Mr. Hine's explanation of the matter referred to by our correspondent.!
