APPELLATE JURISDICTION BILL. By Telegraph—PreES Association—Copyright (Sydney "Sun" Special—July 23, 6.40 p.m.) London, July 23. Mr. AsquitTi (Prim© Minister), speaking in the House of Commons, said that it was intended to carry the Appellate Jurisdiction. Bill before the House rose on August 16. It was absolutely essential that the Bill 6hould be \passed if (justice were to be done to 0.11. parts* of the Empire and the self-governing Dominions.

In a memorandum prefixed to the Appellate Jurisdiction Bill it is set forth that "the increase of fhe number of Law Lords from four to six, proposed by the Bill, is the first' .step necessary to give effect to the resolution passed at the Imperial Conference in 1911. The proposals of his Majesty's Government then were that they should add to the highest Court, of Appeal, both for the United Kingdom, and the Dominions, and the Colonies, by selecting four English Judges of tlie finest quality; that the quorum should be filed at, say, five, and that the Court should sit successively.: in,. the House, of for United Kingdom appeals, and in the Privy Council for appeals from the Dominions and the colonies. These propos- | ais were unanimously accepted by the Conference." <
