SIR EDWARD CARSON ON HOME RULE. By TeSegraph- -Press Association—Copyright London, July 20. Sir Edward Carson, M.P., speaking at Ballymena, Antrim, said, in reply to a question as to whether in the event of a General Election favouring Home Rulo Ulster would accept the measure, that ho would enter into no bargain. He denied tho right of any Parliament or Government before'or after twenty elections to deprive Ulstermcn of a position they had inherited. Mr. John Dillon (Nationalist M.P., for East Mayor), speaking at Birkenhead, said that the majority in Ireland would not submit to insult or tyranny on tho part of a fraction of Ulster people. They had won a victory by constitutional means; they had not imported arms or abused the-King, or threatened to shoot soldiers. The practice of "touching" for scrofula ("King s Evil") was confined amongst the nations of Europe to the two Royal Housos of England and France. The actual ceremony seems first to havo consisted of the Sovereign's personal act of washing tho diseased flesh with water, but under Henry VII the ablution was omitted, <md a regular office prescriljcd in the Servico In Stuart times, the "Eo.val touch" had a great vogue, and then was introduced tho "touch piece," a small coin presented to tho porson who received tho Royal magic.
