At a meeting of tho Chamber of Com. merco Committee to-day. a local manager of a wholesale importing firm, wrote complaining of the frequency of cargo pillaging on tho wharf or in goods sheds. Ho had recovered JC3O from shipping and railways for such losses in six months. He pointed out that tho practice was bad for tho morals of tho men in the store, imbuing them with tho idea that it waß tho custom to.' "sample" goods, and "a tin of sardines or a bottlo of whisky did not matter." The matter was referred to tho transport sub-committee to investigate.
