RUMANIA WILLING BUT WARY.
FRANCE MOVES. INITIATES FRESH PROPOSALS. By Telegraph—Preßa Association--Copyright (Kec. July 19, 0.20 a.m.) London, July 18. To-day's surprise in tlie Balkan situation is a telegram from King Ferdinand appealing to Iving Charles of Rumania for peace, and expressing a dosiro to restore amity if Rumania will terminate tho bloodshed caused by the war with Servia and Greece. King Charles's reply hinted that it was desirable that all tho belligerents should arrange preliminaries of peace. He also made it clear that the march of his army would not bo stayed until Rumania had secured an unconditional cession of territory frithin tho Turtukai-Dobritch-Balt-chik line, and a deciding voice in tho ultimate partition of tho Balkans. France has initiated an international step, intended to induce Bulgaria to appoint plenipotentiaries for the purposo of discussing the Graeco-Serb terms of peace. France has advised Rumania that she must not occupy Sofia, and has also urged Turkey to refrain from advancing beyond the Enos-Midia line. It is understood that the Powers would never allow Turkey to Tetain Adrianople, even if that position were retaken by tho Turks. The Rumanian Army being practically the dominating belligerent in the Balkans at present it has been suggested in some quarters that the Powers might entrust to Rumania the duty of exercising am armed arbitration between tho belligerents. Tho possibility of settling the Balkan problem by an International Conference at Berlin in August, is mooted by several members of the Triplice. SOFIA ISOLATED. RUMANIANS HOLD THE KEY. Sofia, July 17. Tho Romanians are now masters of the entire right bank of the Danube. , . Sofia is almost isolated. Tho Sofia-Varna line has been seriously affecting food supplies. Sofia is only in telegraphic touch, via Bucharest. When the Rumanians reached Rustchuk, the Bulgarians sank threo of their own small gunboats and two torpedoes,
