FINANCIAL NEGOTIATIONS. By Telegraph—Presa Association—Copyright (Rec. July 17, 11.20 p.m.) Ottawa, July 17. Mr. Borden (Canadian Prime Minister) has bcon in close communication with Sir Thomas Sliaughnessy, President of the Canadian Pacific Railway, on the question of financing the Government's naval scheme. It is understood that Mr. Borden is negotiating in connection with the three battleships the British Admiralty previously decided to lay down in place of the ships he proposed to give.
