The appointment of school teachers is b question concerning which thoro hus bceu a long-standing disagreement be tween. the Auckland Education Board and some of the school committees. The board's method of submitting to the ' committee of the school in which Hiere is ft vacancy the name of only the candidate highest in the graded list has been deprecated by some committees as being a straight-out appointment, and contrary to the intention, of the Act, An interesting contribution to the consideration of the position has now been made by the teachers themselves. In accordance with a rccent resolution of the board a circular was sent to all certificated teachers in tho servico ask'nc thorn to state (1) whether they were in favour of the grading of teachers by tho beard through its inspectors, and (2) whether they were in favour of forwarding to the school committees concermd the name of only one teacher, namely, the applicant standing highest on the graded list, and, if not, how many mraei they considered should, be submitted. The maximum ■ number allowed by the Act is four. Of Cl 3 replies to tho circular 597 were in favour of the grading of teachers by the board through its inspectors, and 498 were in favour of only one name (th«? highest on tire'list) being forwards la the school committees. ;• GENERAL LABOURERS. I'HE FEDERATION TURNED DOWN. Auckland; July 9. Eighteen months ago the Auckland General Labourers' Union cutaway from the 'Arbitration Act and joined tho Federation of Labour. At a recent ballot of members it was 'resolved, by a large majority, that they should again register "under the Act. A new award was sought, and for the last three days the Conciliation Commissioner, Mr. 1. Harle uiles, ■has been engaged in presiding over a meeting of assessors representing the employers and the union. The outcomo has been a full settlement, giving the union a new award, which increases the rate ot pay to 9s. 3d. per day, and reduces tho Touts of work to ii per week. The preference clause gives preference to members of the union, conditional upon membership being free to bona-fide workers. THE BAND JUDGE DEALOCK. Invercargill, July 9. A meeting of the Band Contest Committee to-night, after long discussion, decided to approach the association with a reciuest to compromise on tho appointment of a Judge. The proposal to be eubmitted is that tho association cancels its appointment of Mr. Wade, and tho contest committee. withdraws its tccommendation in favour of Mr. 1 srey Jones. The committee suggest that tho judge at the Ballarat Contest bo appointed to act at Invercargill, and that, to enable this to be done, the cpntert bo held a month later than' tho datt: origin ally fixed.
WORKLESS ARTISANS. ' Dunedin, July 9. Fully 100 unskilled labourers are unemployed in Dunedin at present, and their, ranks are being swelled by new arrivals from the Old Country. Forty painters were idle last week, but the Union Company absorbed thirty this week. Carpenters and joiners are having a dull tim 9. Between -10 and 50 are looking for work. These include some who have been unemployed for the first time in fifteen years. It has been found ntcessary to warn tradesmen against proceeding to Auckland as there is a surplus of carpenters i there.

PARNELL'S LOAN. Auckland, July 9. A proposal to, borrow .£25,000 for tho improvement of the I'arnell district has been carried. The loan was made conditional upon the amalgamation of tho''is-, trict with the city. '
