Dr. Arthur Latham, of St. George's Hospital, in a spccch at tho Sanitary Instituto Congress at Exeter, said that tho sanatoria, benefits under tho.-Insur-ance Act had been a disappointment, mainly because they wero regarded as a re-christened form of outdoor relief. There was, he added, scarcely a district in England with a working scheme on tho lines of tho Astor report. ,
