CITIZENS' CARNIVAL.
•FINANCIAL RESULT: £1832. QUESTION OF CONTROL. At a general meeting of the Wellington Citizens' Carnival Committee, held Inst night, the action of' the executive in setting up a special committee to have control of the money raised at the initial carnival held in Wellington, was approved. It now devolves upon the committee to decide on the best method of spending the money, .£1832. Several schemes have been put forward, as . outlined at a previous meeting. There was an attendance of about thirty at last night's meeting, which was presided over by the Mayor (Mr. J. P. Luke), and the balance-sheet for the carnival -this presented. This showed that tho receipts amounted to .£2936 Os. Id., the principal items from which the money was derived being sale of art union tickets, .£llls IBs. 5d.; donations, ,£'3ls lis. tkl.; carnival gate recaipts, .£404 13s. j carnival stall receipts, ,£S7G 18s. 3d.; advertising and sale of programmes, «£69 Bs.; band performances, ,£45; picture- entertainment, <£15 18s. j fowling tournament, .£lB 10s.; electric light tennis tournament, <£10; motor cycle tournament (on account), .£37 10s.; donation City Council, general account .£52, tramway account ,£74. Tho expenditure amounted to .£llO3 4s. 9(1., leaving a credit balanco of ,£1832 ljs. Td. The expenditure included £212 for, printing and stationary, ,£l9O stall expenses, ,£157 prizes for art union and sports, J8135 general expenses, etc. In moving the adoption of the balancesheet, the Mayor explained that the reason it had not been placed before tho committee at an earlier was becauso it had been prepared by the City Council staff, who had been busily engaged in pipnaring estimates for some timo past. The report was adopted, , and expressions of approval were, passed oil the satisfactory position disclosed. The Mayor then moved that the action of tlie executive committee in setting'up a committee, consisting of the Mayor, Councillors G. Frost and R. Fetcher, and Mesdames Luke, J. P.. Firth, Messrs. C. G. Wdlson, A. Marryatt,' J- P. Firth, and C. R. Smith, to carry out the. work of tho carnival, in the direction of allocating and controlling the money raised, should be approved. Mr. J. 11. Pollock seconded the motion, and said he was. pleased that such a motion had been brought forward. He was sure the members chosen would come to a conclusion as to the spending of ,tho money which would give' every satisfaction. Councillor Frost asked, what was meant by "control." The Mayor stated that he was wrong in his previous ruling, to the effect tha.t a •committee had no right to specify in what direction the carnival money should be expended, The word control would cover everything required. An Annual Fixture Councillor'Lucfeie'moved- th'at .the carnival should bo an annual funotion, to bo held each year during the third or fourth week of January. In fixing tho date ho said he did so for tile-purpose of covering Anniversary Day, January 22. He felt there was every reason for the city to be congratulated upon the result of tlieir first carnival, especially in view of the fact that it was got up at such short notice. Regarding the expenditure of the monoy raised, he thought, the scheme decided on Should bs the one which would find favour with the general public. Tho Mayor supported the proposal to hold an annual carnival, but thought that it Should be held either during January or during February. If it was fixed for January every year it might be found that many peoplo would not have returned from tlmir holidays in time to attend. Councillor Luckie thought the carnival should cover Anniversary Day. /There was also the fact.to be .considered that during the period mentioned by him the. ,Gup jaco meeting would bring many people to town| who would be only too wil> ing to support the carnival. They did not necessarily want to raise all the money from Wellington residents. . . Mr. A. A. Paape considered that the question of fixing a definite date should be left over till a largely-attended meeting could be called. Councillor Luckie said lie had no objection to letting tho matter stand down, provided it was settled within tho next six weeks. A motion -was then carried that the Wei- 1 lington Citizens' Carnival should b? made nil annual function, and that the date should be decided before August 20. Other Matters, With, a view to making a suggestion re the beautifying of the city, Jfr. C. R. Smith asked what the council intended to do with regard to tree-planting on tho Town Belt. Councillor Frost explained that this matter was in the liands of tho city engineer (Mr. Morton). Tho Reserves Committee of the council, 6aid Councillor Frost, would bo only too pleased to supply any information to the carnival committee at any timo. Mr. Morton explained that a man was now engaged in planting 50,000 or (50,000 trees on the Town Belt. The season during which such work could be carried out was practically limited' to three months. This year they had had a great difficulty in nreparing ground. The resignation of tho hon. secretary, Mr. M'Bean, was accepted with Tegret, and tlia thanks of members' were accordcd him for the good work he had done. On the motion of the Mayor, seconded by Councillor Frost, the thanks of the general committee were extended to all ■those who assisted in bringing about the undoubted success, of the carnival. On the motion of Mr. Paape, tho following committee *were set u.p to draft a code of carnival rules:—Messrs. Luke, Paape, Wilson, Marryatt, and Hill.
