IMPORTANT POLICY PROPOSALS.

Although the actual opening of. Parliament had taken place on tho previous . day . a good deal of. public interest was. manifested yesterday in the ; ceremonies incidental to the delivery of the Speech from the Throne by his Excellency the Governor. A Royal Salute was fired by tho Koyal..f}ew Zealand Artillery, while Lord Liverpool was on his way from Gov : ernment House to Parliament Buildings. Tho military escort was furnished by the 6th Mounted Regiment and the guard of honour was a detachment from the Wellington College Senior Cadets. The band of the sth Regiment was in attendance. Large numbers of spectators lined the approaches to Parliament Buildings at the hour of .tho Governor's arrival. The Earl of Liverpool entered the Legislative Council Chamber accompanied by the Countess of Liverpool and attended by his aide-de-camp and other staff- officers. Sov- ' eral ladies were provided with seats on the floor of the Chamber, amongst them Mrs. W. and Mrs. A. L. Herdman.; His Excellency commenced to read his Speech at 2.31) p.m. and the reading occupied just a quarter of Aftor the Governor ond his suite ha'd departed the Council adjourned to' reassemble at « the ringing of the bell.
