EAST HARBOUR MATTERS.
FIRST ANNUAL REPORT. The first, annual report of the Eastern Harbour Association has been issued. Tho essential portions ot it a.ve as follow-.— As the result of a conference between the chairman of tho llutt County Council and tho Hou. H. D. Bell, Messrs. W. J. Organ, H. W. Shortt, and J. D. Avery, tho chairman undertook, subject to his council's approval, to widen tho District Road, and remove tho dangerous .comers between the new Pipe Bridgo a.nd Howard's Point. Lowry Bay. This work was promptly put in hand, and the result fs very satisfactory to thoso using the road. The porti9n of tho road between Howard's. Point and Day's Bay urgently requires attention, and it is belioved will bo attended to during tho ensuing year. Action was also taken in a-egard to tho completion of the approaches to the P.ipo Bridge, and it is anticipated that the bridge and road will bo made available for traffic during the coming summer. In regard to the ferry service: At a meeting of the committee held on May !), 1912, the chairman gave his opinion on the Municipal Corporations Act, pointing out that Eastbourne had tho power (either by itself, or in conjunction with the City Council and tho Hutt County Council) to license, regulate, and contror the existing service. This was brought before tho bodies mentioned, but further action was not taken, as negotiations were commenced between the Ferry Company and the Eastbourne Borough Council for tho purchase of the company's boata. It is understood that a settlement of the ferry service question by the Eastbourne Borough Council is still probable. and your committee do not think it necessary to tako further action for the present. Your committee desire to emphasise a real necessity for the continuation of the activities of the association, as an enumeration of the following matters will indicate:—{a) The approaches of tho Hutt and Waiwetn Bridges, (b) The construction of the new road from tho eastern terminus of tho Hutt Bridge to the western terminus of the Waivrehi Bridge, and from the eastern terminus of the Waiwetn Bridge to the District Road, (c) The continuation of tho widening of the District Road to Day's Bay—already referred to in this report—and the general improvement of tho whole road', (d) Improvement of tho ferry service between the city and tho eastern side of the harbour. " (e) An equitable expenditure in the district of rates collected therein.
