The "Daily Telegraph's" Peking correspondent states that consternation prevails over the Chinese half-yearly Budget, which shows that tho provinces have only remitted 18,500,000 dollars, leaving a deficit of 117,000,000 dollars, which makes further large loans essential. Parliament has already rejected the Budget. Yuan-Shih-Koi's edicts show that he proposes to attempt a thorough counterrevolution, making the old-fashioned Chinese nationalism tho main plank. lie suggests that tho usefulness of tho revolutionary leaders has ceased, and orders the colleges, schools, and public bodies to revive Confucianism.
