The "Herald," referring to the opening 'of the New Zealand Parliament and tho proposed amendment of the Upper House, says: "Everything points to the fact that even in tho Antipodes finality has not been reached with Kgard to political experiment and constitutional, difficulties. 'New Zealand will be watched with interest by every student of Parliamentary Government."
