Sueli agreements were not less binding than awards, but rather more so, since they embodied tho actual consent of both parties. He rejected the contention that the right to prosecute had been given up by tho agreement terminating tho strike. . • Tho Government is considering whether it will prosecute others concerned in the same strike.
