Poincaire, President of France, and M. Pichon (Minister for Foreign Affairs) to England. The streets aro being decorated. ' Sir Rudyard Kipling has published a poem, entitled "France," happily summarising tho French characteristics. Arrangements are beinjj made for a great naval roview at Spithead when M. I'oincaire, tho French President, visits England at tho end of this month. It Is expected that tho Home I'leets uill assemble at Spithead and that they will ba joined by a division of the French .Northern Squadron, which will, accompany tho French President from Cherbourg. The Prinoe of Wales will reccivo the squadron at Portsmouth.
