PRESIDENT'S MESSAGE TO CONGRESS. GOVERNMENT CONTROL By Telegraph—Prefn Association—Copyright Washington, June 23. President Wilson again read his address personally to Congress. The message pleaded the urgent necessity for reform of the banking system, and urged members to sacrifice even their health to press forward the necessary Bills to prevent a fen- powerful interests controlling the monetary resources of the United States. Tho Government was the •only authority which ought to control banks and banking.
