FACILITIES FOR INCREASED SETTLEMENT. By 'Telegraph—Press Association—Copyright (Rcc. Juao 23, 11.5 p.m.) London, June 23. Lord Lansdowne, speaking at Matlock, in Derbyshire, advocated a great increase in the number of tenant farmers. The Government, ho said, should advance the whole purchase money required for settlement purposes at a low rate of interest. His Lordship advocated agricultural reform without breaking up the existing system, and condemned the fixing of a minimum wage. Britain, he said, produced only onefifth of the wheat she required. Tho country should produce at least half. He advocated co-operative production by the grouping of farms.
