BEGINNING OF REPRESENTATIVE GOVERNMENT. By Telezrajli—Press Association—Copyright ' London,, June 19. Renter's Cairo correspondent states that the Egyptian Minister for Justice has started on a trip to Europe with a decree for the Khediyo'a signature. TJhe decree .abplishea the, General. sembly, and increases-tie number of members and the powers of the Legislative Oounoil, which body will henceforth bo eleoted by the people. This ia probably the result of an. agitation which has been promoted in recent years for the granting of full Parliamentary institutions. The Legislative Council consists of thirty members, of whom fourteen are nominated, and its powers aro chiefly consultative. In Egypt at present there arc Provincial Counoils for local affairs and a General Assembly and Legislative Council for national affairs, bnt with limited powers.
