Falconer and Booth (Literals), It is understood that Sir Albert Spicer described tho Ministers' conduct os indiscreet,' but not corrupt, but that tho influence of tho Falconer and Booth section caused an amended roport to bo carried by 8 to 0. Tho amended roport oxculpates Ministers, and states that tho charges of unduo influence aro baseless, tho contract being mado ivitli a bolo regard to tho publio interest. Lord Cecil's report on bohal! of thf minority is very censorious. Tho roport will bo debated in tho House of Commons on Wednesday noxt. THE ABSCONDING STOCKBROKER. FENNER'S LIABILITIES.'
