- London, Mar 26. Stringent orfiers have been issued in St. PeSurg that all merchantmen enteringany port in which warships aro lying are not to proceed unless tliey have authority to do so. If they. disregard theso instructions they will not bo fired upon, but immediately rammed. Vessels meeting warships on the ocean will share the same fate if they fail to change their course when commanded to do so.—Sydney "Sun.
