The Departmental Committees on. reformatory schools recommend that convictions are not essential for the reception of boys and ffirls in homes. They have suggested the abolition of punishment cells, no deprivation of meals, l<ss rough work and drudgery, and more teaching of trades. They also suggest some corporal punishment for the girls, because the loss of marks and tho sending of delinquents to bed are considered to bo inadequate penalties.
