Pavlovitch, the Servian delegate, lias drafted a formula applying tho provisions of tho Treaty of Borlin to guarantee private property and Mussulman charitable institutions in tho conquered territories. , ' If Turkey acquiesces, it is hoped that the Conference will conclude to-day.
