THE "SEPARATE UNIT" POLICY. By Teleeranh- PreSß Association—Copyright Sydney, Jane 4. Referring to the Hon. James Allen's guarded statement regarding naval defence matters, tho "Daily Telegraph" says: "Mr. Allen's present .hints seem to indicate that he favours the separate unit policy at first propounded by the Ward . Government, and then virtually abandoned. New Zealand has a comparatively small population, and is to a 'serious extent pointed. Whether sho can afford anything more than a mosquito fleet, the idea of which Mr. Allen repudiates, is, to say the least, questionable, and if NewZealand cannot provide and maintain anything better than a mosquito fleet, then, as a partner with Australia and Canada in keeping the Pacific for Britain, it will not count for much."
