Allen, the Minister said the Ward Government never advanced a separate unit policy, but suggested that a direct contribution should he made to the Government to be expended as tlio British Admiralty thought fit. This, Mr. Allen declared, was a very different thins to a separate unit policy. Ho could not understand the reference to a mosquito fleet. As understood by the Government, it was n fleet of submarines and torpedo boat destroyers, adapted for defenco of tlio coasts and harbours of Great Britain.
