Mr. F. T. Moore is submitting the following proposals to Mr. E. P. Bunny for tho consideration of tlia local body delegates on Thursday next, in reference to hospital affairs: — "That the Government, bo asked to so amend the Hospital and Charitable Act that: (a) 'All hospital institutions shall henceforth bo. run upon strictly business lines, by adopting a scale of charges adequate to meet tho cost of the treatment received by each patient.' (b) 'Only persons making a statutory declaration of poverty may be the recipients or free treatment at hospitals or the recipients of charitable aid.' (c) 'The local bodies shall be notified of every , such declaration in order that fraud may be detected and offenders prosecuted for false pretences.' . (d) 'The actual cost of treatment of all alcoholic and venereal cases shall be paid in full by the recipients, which charge shall be enforced under pain of imprisonment. 1 "
