The Scottish Liberal members' Home-Rule-All-Round Bill has been read a second time in the House of Commons by 204 rotes to 169. Mr. Mackinnon Wood, Secretary foT Scotland, expressed the Government's approval of the principle, but said the Government would not commit itself to tho details of the schome.
Mr. Balfour jnndo a vehement protest against the Bill as preluding the greatest injuries to Scotland. It was a legislative absurdity, as it was impossible to make a federal 6ystem of four provinces, of which England would be 'one. This would bo so lop-sided and top-heavy that it would be impossible to maintain' its ■equilibrium for any length of timo.
