The Government has decided to prosecute the general Confederation of Labour for promoting recent disturbances by soldiers. The Government is convinced that the thud year army service scheme is not the cause of the disturbances, but that the opposition to the scheme 1 has provided tho long-wanted opportunity for a secret movement planned in 1912. ' A serious melee occurred at Rodez, in' the south of Trance, where a colonel knooked down a. bugler, who was sounding the "assembly'-' in the barrack square. The officer next knocked down a man who was rushing to the bugler's aid. Another intended demonstration- at fc'ancy was nipped in the bud.
