BLIND PAYMENTS.
A CURIOUS ANOMALY. In presenting the report of tho Charitable Aid Committee at .tho monthly moeting of the Wellington Hospital and Chaxitnblo Aid Board yesterday, Miss M. Richmond (the chairwoman) referred to a curious anomaly (frequently stressed ill past years) in regard to the payments made by the board in respect of children, boarded out under tho auspices of tho Education Department. Miss Richmond pointed out that tho committee's disbursements aggregated, roughly, XSOOO a.year, and of this sum JC4OOO was expended under the direction of the committee. Tho other JC4OOO was paid out in respect of children boarded out by tho Department. "Wo as a committee," said tho speaker, "cannot explain anything in regard to this expenditure. Of tho 205 children boarded out by the department in receiving homes wo know nothing, except that wo pay tho bills. This state of things is not desirablo. Ido not think that wo as a body representing tho ratepayers and municipalities, should foot bills that w« know nothing of. (Hoar, hear.)
