Some inquiries have been made regarding war insurance rates in connection with thf American-Japanese dispute over the anti-alien legislation of California State. The rates, which have been quoted, vary from ss. to 20s.

The "Pall Mall Gazette" says: "The cloud in the Pacific is no bigger than, a man's hand, but it would bs perilous to cherish the belief that Japan would have no chance of victory should matters come to a decision by the sword. The United States would bo the champion of the white man in tho eyes of Australia, New Zealand, and Canada, while Britain would be bound to Japan."
If the Japanese asserted their claim successfully against America, tho Empire might then, adds the paper, be confronted with a similar difficulty, as Australia would no doubt reject a Japanese claim to settle in the Northern Territory. CALIFORNIAN BILL SIGNED. EFFECTIVE IN AUGUST. Sacramento, May 19. The Governor of California has signed the Anti-Japanese Act. It will become effective on August 17 nest.
