The "Morning Post;" in discussing the proposals of Mr. Watt, Premier of Victoria, for aJarm for,the preliminary training of youthful emigrants, says it is difficult to believe that tho British Government has done all it might do to divert the stream of emigrants towards the Dominions of the Empire. The "Morning Post" suggests the holding of a subsidiary Imperial Conference to discuss the subject.
