PUBLIC SERVICE APPEAL BOARD.
ELECTION QUESTIONED. Respecting the recent election, under the Public Service Act of 1912, of a Civil Service Board of Appeal, there are some who aro of 'the opinion that the election may be upset on the ground that two toards are necessary—one board to deal with matters of status, and tho other to deal with offences. Section 31 of tho Act slates: "Any officer dissatisfied with any decisio.i of tho Commissioner, or of any person or persons to ivhom the Commissioner has delegated his powers or functions, in regard to grade affecting such otiicfr, or in regard to classification of the work performed by him or assigned to him, or in regard to salary or promotion, may forward to tlio Commissioner within thirty days after such decision has been notified to him, a notice of appeal setting: forth tho grounds of his dis-' satisfaction, and a Board of Appeal constituted in tho manner hereinafter 'set forth shall thereupon consider such appeal. . . ." Section 32 states how the Board of Appeal shall be constituted. Then, SubBection 1 of Section 50 reads: If any officer is dissatisfied with any , decision or determination of the Commissioner .... he shall have tho right to appeal to a Board of Appeal constituted in tho manner prescribed by '. Section 32 hereof, and 'all the provisions of Section 31 hereof shall, mutatis mutandis, extend and apply to any such appeal accordingly.
