The Governor (Sir Ernest Sweet Escott) stated in his speech at tho opening of the Legislative Council that he had recommended the separation of the offices of Governor and High Commissioner in the Western Pacific, and that Downing Street had disapproved of the proposal. The question of reciprocity with Canada had been deferred. In regard to the Commonwealth, duty on bananas, the Primo Minister, Mr. Fisher, had stated that the removal of the duty was unlikely.
