Jlakki Pasha, Turkish plenipotentiary, is in Ixmilon, negotiating agreements whereby the Porte's suzerainty of Ivoweit is recognised, and Koweit becnniautonomous, and the Siteiklis' conventions with Great Britain upheld. The Porte abandons its pretensions to I the suzerainty of the peninsula of El Katra (or Ivatar), in tho East of Arabia, the Bahrein Islands, in tho Persian Gult, and Muscat (the capital of tho Stato of Oman, in South-East Arabia), and recognises tho right of Great Britain to police, buoy, and light tho Persian Gulf. Great Britain is to participate on. an j equality with tho other Powers in the construction of tho Tailway to Basra, i; Turkey in Asia. It is stated, in connection with t!u negotiations that the question of Moham- ' mora, on tho Persian frontier of Asia V- : where tho Sheikhs' relation t Britain is similar to that of Koweit, wr settled by the delimitation of the TurcoPersian border. The Khedive of Egypt's borrowing powers have been enlarged, and Great Britain is arranging to lend Turkey officers for the reform of the administration in Asir Minor. GERMAN CONCESSIONS. Tho "North German Gazette"' stales that Germany has made concessions to Ur<jat Britain over and above the AngloTurkish negotiations, and in consequent she expects compensation in other directions.
