9 PREMIER'S REMARKS. HON, J, ALLEN'S RETURN AWAITED. (By Telcsraph.—Press Aeaooiatlon.) Christchwch, May 17. Tho Prime Blinister (tho Hon. W. F. Massey), at the request of tho Hon. It. Ilcaton Rhodes, Acting-Minister for Defence, presented medals to two members of the Senior Cadets who formed part of the New Zealand cadet team which visited Canada. In the course of a brief address, in which he complimented tho team 011 its achievements in Canada, Mr. Massey said that he was glod to be able to say that matters connitetcd with the Defence Act were, upon the whole, working smoothly and well, and the people of tho country had begun to realise its value and importance. It was hardly neccssary for. him to remind theni that tho Government had found it nccessary to send the Minister for Defence to England, and that, while 110 was there tho lion. James Allen had had an opportunity of conferring with the Imperial authorities both on land and naval defences. Some of tho Government's journalistic friends wci'o impatient to know what had been done. AVell, that would be mado public in duo course. The proper thing was for Mr. Allen to get back to Now Zealand havo an opportunity of conferring with his colleagues, and any proposal that tho Government had to make would bo laid before Parliament in a proper and constitutional manner. "As far as I am concerned," Mr. Massey continued, "and ] speak as a citizen of the Empire, we ought to do everything possible to provide for our land defences, so that, in the event of trouble, wo may be able to t-iko care of ourselves. There is an Imperial Fleet in tho British Home waters able to hold its own against any possible enemy or enemies, so 1 hope that the time has pomo when thero should l>e a British Fleet in the Pacific also able to hold its own against auy probable combination in tlieso seas."

Mr. Massey concluded with a reference to H.M.S. Now Zealand, as representing the British Navy, tin which tho Empire depended. ■
