Sir Arthur Lawloy, at a banquet to the Peace Congress delegates in Chicago, said that genaral disarmament must be pro-, ceded by tho elimination from the world's system of all the causes for war. Tho political situation in Europe was such that Great Britain, may do more to preserve peace by strengthening her forces than by any othor means. England, he said, ought to be so strong in tho council of nations that hoi- mandate for peaco cannot be disregarded.
